The SS request happened well after Cindy McCain's request, and after Verizon spent thousands of dollars on preliminary work, filing papers with the local county and state authorities. It really does look like a case of special consideration. if it had been just a regular citizen, Verizon would have laughed in his or her face. But hey the McCains are not "little people".
