Absolutely. I recommend weight training, swimming, maybe cycling or running for cross-training purposes.
Surfing is incredible cardio exercise, and it is very demanding of your upper body- neck, shoulders, back, and biceps in particular. It also really works your core. You should do a lot of core exercises if you go out in big, powerful surf, because you will end up getting twisted around like a pretzel every once in awhile. I am wearing a weight belt around my waist while I sit at my computer right now- still recovering from the shot to the back I took.
