It's really pretty simple. McCain needed to throw a bone to dominionists
like James Dobson and Pat Robertson. From what I understand, that part of
the strategy was wildly successful.

Before the Palin choice, Dobson was so despondent that he suggested that he
might just sit out of voting in this election. Now, he is exhorting his
audience to vote for Palin/McCain or the Nobama ticket. 

I'm sure that Palin had Ronald Reagan in mind when she used the 'city on a
hill' metaphor. It's also part of the teachings of Jesus.
