BIA was my understanding.I heard this on a Native American talk show
public radio runs in my area (Native America Calling); I was looking
for a link on what the problem was with issuing the ids, without too
much success. Doesn't mean it ain't so though... the local government
out there isn't all that internet-oriented. Ir I could just be using
the wrong key words. "Issue" does not pull up the right sort of stuff
and "tribe voter id" brings up the fact that a tribal id is considered
identification. It would seem to be a solution if the Navaho issue an
ID -- presumably they know who their people are. Maybe the problem was
that the BIA would not budget it?
