She should certainly be punished for it if true (and it sounds like it is). Its not clear from that posting whether she did anything with the information or passed it along to anyone. She should be punished for not following procedure and looking into his file when there was clearly no cause. If she illegally released information she gleaned from the file then I would guess that it would become a legal issue and I support it being investigated fully and dealt with.
