All candidates make promises. Few keep them, because the reality is the President has to get any spending or budget changes through Congress, and even a Democratic congress is going to find it hard to spend money they don't have. Remember Clinton's big push for UHC that went nowhere.
Both Obama and McCain are letting their mouths write checks that will never been cashed, because no matter who wins the election, he will inherit a mess worse than the one Herbert Hoover left to Roosevelt. We will have to dig out of that before we can begin to think of spending money on UHC or any other shiny new things. The tax credits and job creation credits may be necessary to stimulate the economy, and you can't really call the job creation credits a pure expense, because new job creates tax revenue that offsets it to some degree.
