Historically speaking, the Democratic party doesn't give its losing
candidates a second chance on the ticket. Gore probably had a series of
conversations and decided that a primary campaign would be a longshot.

If Gore had run a better campaign, 2000 wouldn't have been close enough to
'steal'.

I don't know why he chose not to run again, but the world had changed a lot
in those four years, and perhaps he no longer wanted the job, or was
reluctant to sign on clean up Bush's mess.
