Certainly if you're a soldier it's much more fun to work in a growing
organization than a shrinking one (I've worked at shrinking companies)
and it's probably more exciting to have a war to fight.  I hate to put
it that way but that's what soldiers train for so I'm only assuming
that being able to actually use their skills is more fun that not.
(of course the reality might suck).

The point is, the military is just like any other piece of government
and should be reviewed:

1.) What's the need? <- define "need"

2.) What's the current-state capability assessment vs. need-state

3.) What's the gap?

Then you shrink or grow based on the gap analysis.  That what Rummy
was in the process of doing before 9/11 came along.

I think that effort should be undertaken and the American public
should get transparency into the definition of "need".  From there it
is what it is.  I'm sure IRS agents don't like a shrinking IRS either,
is my point.
