They had license to conceal the guns on their persons? Wouldn't it have been a nightmare to have citizens with guns in lockboxes going to unknown and potentially unsafe shelters? What if the shelters failed and the place was looted later, what would happen to the guns? What if the civilian left their guns at home, the house was flooded and the gun box floated away?
