No, no they can't. I was at a client yesterday and had to both show where the bottlenecks in their code was as well as why things were crashing. Things that a first year CFer could easily see. Some things I even pointed out 2 years back and their off-shore team just didn't or couldn't fix. And that's without talking about the whole 'pure oo' to the point of detriment.
