I would use inDesign...
Indesign is for laying out things on the page. It lends itself to lots of type and pulling photos and artwork together. Illustrator is more of a drawing program but is really fore individual art pieces that are then taken in to inDesign to put all together. Though you could do it in both you probably will find it easier in inDesign. J.J.
