Anyone have any recommendations for some simple to use software (preferably
free, but under $50 is acceptable) for editing photos?  My sister is looking
for something that is fast and light for doing simple things like cropping,
rotating, editing color and brightness/contrast levels, etc.

I always use Photoshop, but I know that is out of the question for her.
