Depends on the level, this guy maybe not.

But it still tells us he didn't know what he was talking about.

I would like to think he read the speech, and then went over to the speech 
write and said "You sure these were both a result of this act?"

I just tells me he didn't follow up. It also tells me the elected official 
is just a figurehead, and just spouts words written by a speech writer who 
could put anything in there he wanted too.

So the question is, which is worse, a guy who doesn't know what he talking 
about, or a guy who is just talking because that is what is on the paper.
