I assume you are talking color and not just black and white? Go used. Get an older one. From a great company. (agfa, fujitsu, canon, maybe epson)
Resolution hasn't improved much, and color clarity hasnt improved much, the main difference is speed, included software and shiny cases. You aren't going to find a new one less than 900 that is any good, going by my research over the last few years.
