But, since the Bush administration reserved Blair House, for one ex-head of state, for one day, the president-elect could not use Blair House (as has been the norm for many transitions), and instead had to book residence elsewhere, incurring costs and security concerns that would not have been incurred had Howard alone been moved (or _also_ stayed there)
Of course, the Howard stay is just a recent addition. The reason given last week, and weeks previous (before a small media-storm in DC blew in) was that Blair House was booked solid for outgoing staff events and parties.
