I can get a 500% resource reduction by recoding, especially if the original code sucked to the point of crashing on a regular basis. Look up the reports on the Myspace changeover to BlueDragon from CFUnited a few years back. Add in the savings for new servers, routers, DB boxes, better DB structures, etc. The case study must include these things or else it's selling you a line. Going from bad code, bad distribution, bad DBs, bad, bad, bad, over to mediocre or even good will show these savings and even more.
But this shows a truth that many wanted to ignore - Bluedragon was not looking to support ColdFusion but was instead looking to be a portal from ColdFusion to .Net.
