The problem with this data is that it's not valid unless it includes
offsets such as the "Earned Income Credit" and other tax credits.
There are cases where a low-income employee can get back from the IRS
all or even more than they paid in, Medicare & Social Security
included!  This past year they also got a stimulus check.

I'd have to talk with my accountant friend to get the exact scenarios
where the first part of that could happen.  I know it happened to me
once when I had worked very little in the year due to changing jobs,
an injury and being unemployed for about half the year.  That year
sucked eggs, but that's a different thread.
