I'd wager a guess that 9/11 was years and years in the planning. So to play devil's advocate here, we have no way of knowing if Bush's response actually prevented more attacks. It's quite possible that simply increasing homeland security would've also prevented more attacks on US soil. A true measure of success would be to say that since 9/11 no Americans have been killed by terrorists, which as we all know isn't the case.
