This is a condition where one attempts to deny personal accountability for human created problems by devising and communicating reasons why they are not accountable for them. The author or your piece is also studying from ADS; we know this from his very first point: "(1) Was the controversial [policy] decision taken with bipartisan support?" Do you see how the author attempts to avoid personal accountability by through mob mentality? "Everyone wanted to do it, so it's not my fault" A responsible leader accepts responsibility for decisions. They say things like, "I volunteered to lead, and this decision - succeed or fail - is mine" In short, you bet your ass it's Bush's fault. And I can't tell you how disappointed I am in some of my fellow Americans who think it's isn't.
