Leadership is not automatically assuming responsibility for the failures of others, especially those who came before. Leadership is responsibility but it is not dictatorship. Back to the aircrash thread, Bush is the leader of this country but he did not hire, train or even know the pilot. If the pilot screwed up, it is not Bush's fault. If he did good, it's not Bush's fault either. But by your logic, it is Bush's fault, no matter what.
