Regimes like Chavez's need foreign enemies...the need foils...they need some devil out there that they can point too and say "See! They are to blame for your lot in life!". They need an excuse to take more liberties in the name of defense.
Bush made it easy. I agree they are going to have a much tougher row to hoe with Obama.
