Since I frequently am quite critical of George Bush, I'd like to take a moment to praise him for one final action, or rather, inaction.
Bush was very sparing with his pardon power in the end. No last minute pardons, no blanket immunity for friends, no preemptive pardons for people in his administration which are likely to be investigated. That is to be commended and in that area he most certainly surpassed Bill Clinton.
