Well, that link throws a 404 error but given the url it resolves to, I
guess I know what the issue is.

The issue isn't funding abortions. That is a cannard thrown out there
to distract people. Rather it is something called the Global Gag Rule,
which prohibits providing funding to any group (even for humanitarian
purposes) that performs abortions or provides information on
abortions. So if Planned Parenthood has a program distributing condoms
and providing safer-sex education in Africa to reduce the incidence of
HIV infection, that program could not receive funding unless PP
stopped providing abortion services anywhere in the world and didn't
provide any counseling that include discussion of abortion as an
option.

To my knowledge, government funding has never been used to provide
abortions. However, groups which provide family planning services did
receive funding during the Clinton administration for programs like
family planning and safer-sex education. Under Bush, those programs
could not be funded because of the organizations that provided the
program.
