No- this is federally funding family support centers and clinics without imposing restrictions on the use of that funding that wouldn't be accepted here. We definitely do provide federal support for clinics and support centers here - even those that discuss abortion as a possible option or provide them. The rule is an attempt to inflict an administration's moral stance on others where such a stance would be successfully challenged at home.
