Sorry, it took me a bit to find it and confirm my information, but even with the repeal of Global Gag Rule won't end up with the US paying for abortions.
Federal funding of abortions (except in cases of rape, incest or the life of the mother) has been outlawed since 1976 by the Hyde Amendment. See: http://en.wikipedia.org/wiki/Hyde_Amendment This covers all federal funds, including aid to other countries. So now with the repeal of the executive order, money can go to health and family planning organizations for things like contraceptives, family planning, prenatal health care, etc. regardless of whether the groups provide referrals to abortion clinics. Previously the money couldn't even go to a clinic that provided referrals (not actual abortions but a name of a doctor) in a place where abortion is entirely legal, like Ghana. So even with the repeal of this executive directive, Federal funding still will not be going to pay for abortions. Hope that clears things up.
