I believe we have communication problem due to scoping, so let's try a re-frame.

I believe the use illegal drugs is common-place in the United States -
probably the World.  I can go to any major city in the US and, within
an hour, secure illegal drugs.

I would say, therefore, that illegal drugs are a problem that needs to
be dealt with.

Did I say that all Americans were drug addicts?  No.

Did I say that a majority of Americans are drug addicts?  No.

Did I say that, if you're an American, you must be using illegal drugs?  No.

Did I say illegal drug use is a common practice?  Yes.  and it is.

Did I say that illegal drug use is a problem?  Yes.  and it is.

Is illegal drug use a systemic problem in American culture?  Yes.

So you see?  When problem becomes systemic when it's practiced by
enough people in enough places that a infrastructure has evolved to
support it.

And further people don't fall into black & white categories:

Some practice always, some practice occasionally, some support but
don't practice, some approve but don't support, some disapprove but do
nothing ...

And some pretend there is no problem.
