Then you misunderstood. this is the amount spent on healthcare not health 
research. Research costs have little or nothing to do with immediate patient 
care.

MRI was first developed by Raymond V. Damadian while at the SUNY Downstate 
Medical Center, part of his funding was from NIH grants.

The way it works is that the government sells the license for the device, or 
drug etc to an external company. The government makes some money off the sale. 
The company obviously hopes to make cash off the item itself. You can find a
