Yeah, I agree.  On the one hand I could point out that that's not a
very good way to manage risk; that we should be doing it centrally and
with an appropriate level of funding.

But, in some ways, that's happening through NOAA, academia, et al even
though it's not coordinated.

So I'm somewhat positive too!

I just don't get the "is it" or "isn't it" people though, wtf?  We can
never know because we don't have the technology, so why would you
possibly take a position on it?

It's like having a definite position on whether there is life on other planets.
