No. The cylons on Earth were much ballyhooed "13th tribe". They left earth to return to the colonies as Earth was being destroyed. Then because they'd not developed FTL technology it took "two thousand" years to get back to the colonies. Last week's episode started at the time of the New Caprica death of Ellen Tigh and ended a year (ish) later with Ellen arriving at the fleet with Boomer. Yes, one of Cavel's (sp?) goals is to rebuild the Resurrection Ship as he is not too keen on being mortal.
