Will they be. it seems that as far as the US congress is concerned, the laws ought to target that which is immediately popular. Unfortunately the equivalent registries in the US has listed 15 year old kids who have fooled around with their girlfriends, or those who were caught getting a blow job etc. The definitions vary a great deal from jurisdiction to jurisdiction. In some places just being gay have lead to being on that registry. There are also quite a few cases where completely innocent people have been put into the registry by error. What is really nasty is that there is typically no way to clean the national or local jurisdiction sex offender registry. So if you name was entered in to it by mistake, or because when you were 16 you were caught by your girlfriend's parents at the wrong moment, you're essentially screwed, unless you have a lot of money for the lawsuites needed to clean out the different registries. And given the push for data sharing between jurisdictions, it could turn into a nightmare.
