Several hundred  thousand for humanitarian purposes. If he was a
visionary he would have been preparing them for a counterinsurgency.

The surge, I forget was it 20,000 after years of infighting to the
point where insurgents turned against al Qaeda.

I wonder if time was the only thing that would have worked.
