The new name makes no sense. Is it really a contingency? Is it really a possible event or occurrence or result? And since its 'Overseas' does that mean that if they get to the US (Or Canada, or Mexico or South America) that this 'operation' is no longer in effect? Or will we have a 'Domestic Contingency Operation' and a 'Not Overseas but not really Domestic Contingency Operation'
To me using the word 'contingency' infers a reactive plan rather than a proactive one. So, in other words, the operation will only be in effect outside of our borders, across the ocean, if something happens first.
