Yes, that works for me better than a sales-based tax.

The problem is - a big change like this is not doable. It just won't happen
in this lifetime.

Incremental changes over many years could get us withing reach, but a big
change I just don't see ever happening.

Which is why I proposed the constantly changing iterative idea.
