You're right - I didn't want to make any assumptions though.

We actually talked about this on our show last night and the most
disturbing portion is the language that says that the President or his
designated individual can make any privately owned network "critical
infrastructure."

What is even more scary is the fact that in the way the bill has been
worded, they could shut down UUNet, Level 3 or any other backbone
provider without blinking.
