To continue with what you were saying - The EPA is changing regulations to
allow for mountain top mining tailings to be disposed of in the surrounding
watershed.

The method involves blasting the tops of mountains to get at coal seams
underneath. The mine then takes all the debris, and dumps it into the
valleys etc. that are beside the mine. thereby flattening the area. The
residual contaminants in the tailings leach out and pollute the surrounding
water system. 

This seems to me just to be a continuation of Bush's very hostile record on
the environment. There is little difference between this approach to mining,
and his attempts to relax rules and regulations on arsenic contamination in
water, and his so called voluntary air pollution regulations as governor of
Texas.
