It doesn't benefit the US. It benefits the Iraqis. Who now have 10s of thousands (yes, you read that right) of wild dogs roaming the country. 30,000 wild dogs have been killed this year in Baghdad alone.
And those are not nice, tame, house pets. They are vicious mean wild dogs. With all the other problems Iraq has, they do not have their dog (or cat) populations under control, and there are Yeah, it is sad and brutal. But they are completely out of control. And, just as any "wild" population, need to be managed. And they are starting from a serious (8 year) hole.
