They don't want them to give it back because it allows them to control the banks, and what power-hungry mob willingly gives up power?
Little banks that didn't participate in frenzy with mortgages and credit swaps, etc. are fine, and according to my banker buddy, they don't matter to the health of the overall banking industry, so why force them to keep the money? There is only one logical reason - power.
