You obviously have not read the report or else you are purposefully
misconstruing it for partisan purposes.

And your analogy blows goats. Muslim college students don't pose a
threat. They are just like other normal college students, there isn't
much that sets them apart. People coming back from a war situation
where they have been constantly under the threat of being shot at or
blown up, who have been trained to identify an "enemy" anywhere one
might conceivably show up so as to survive, people who are trained
with a variety of weapons and explosives and have been under almost
unimaginable stress and haven't been helped to cope with reintegrating
with society...yeah, those people aren't really in the same exact
situation as their neighbors.

Most of the people coming back aren't going to be any problem what so
ever. I've got friends that are doing great after several tours of
Iraq. But it is beyond stupidity to profess that returning veterans
are not going to be targeted by groups espousing hate and violence.
Would you call me out if I say that extremist muslim groups recruit
young, religious men angry at the impoverishment of their families and
culture and blame outsiders for their woes? Hey, you know what? It
turns out that right wing groups in the US do the same thing. And
that's all the report acknowledged, so grow up.
