I don't know how general this is but at least on the west coast there is a big feeling of pride in the Latino community to have a self modified car/bike/whatever. Lowriders, custom paint jobs, rebuilt classic muscle cars, etc. I've even seen the most insane bicycles you can imagine, all custom built.
I think those decals are for the wannabees. If you check out the cars going by, pay attention to the paint job and you'll see which have decals and which are done by hand (I almost said "which are hand jobs", but...)
