Modded Japanese cars (and some American cars) are a cultural phenomenon on
the West Coast. I saw some of it on the East Coast, but nothing like SoCal.
I don't know enough about the genre to recognize which styles appeal to
which groups, or even if such broad judgments can be made, but I will second
what Mike said about decals- they are cheap outs for wannabes.

I was buying some stuff at Pep Boys down the road a few years ago, and this
young guy behind the counter showed me his car sitting out in the parking
lot. It was some small car, totally modded and souped up beyond belief. His
female colleague was making fun of him because he was working to save up
$5,000 for a new paint job, and the car already had a nice paint job, he
just wanted to take it to the next level.
