What I would do, just based on my own experience, is to hold the older dog, and reassure him. Meanwhile someone else holds the puppy and calms it down. Even a puppy can learn to sit quietly and this is what you are trying for.
Then bring the puppy to where the older dog is still being held. On some level the puppy is on the older dog's turf. If the older dog tries to leave, hold him, gently, while soothing him. If the puppy tries to become hyper, ditto. Hyperness on the part of the puppy gets mild reproof, but he continues to be held and petted if that keeps him calm. Fear response from the older dog gets reassurance. No references for the above method, but this is how I normally explain to my animals that they both live there and they need to get over it. (Generally a necessary step for dog-cat co-existence for example.) Repeat as necessary and gradually decrease the distance between them.
