Yeah, so here are my thoughts on them:

(1.) The "interrogation program", whatever it was, was known and
approved end-to-end by both branches of government (excl judicial).

* We know at least Cheney knew about this, so we know the admin knew,
but we don't know what degree of detail and/or distribution it had
with them and with the legislative branch.

(2.) The program was known to the CIA and other intelligence who lied
to both branches of government.

* we know there were legal questions regarding what took place but we
don't know scope, when, where and who

so yeah, I agree with you
