No its not that, its their law software integrates and uses pieces of
exchange like shared calendars for the organization. I can't integrate the
law software with pop accounts, I already looked into that.

You may already have seen this, and it certainly isn't suitable for
every company - maybe not for this one either, but Google does offer
the  "Email Archiving and Discovery - Locate messages in the event of
a legal inquiry with a centralized, searchable repository" .
According to their marketing materials this includes long term
archiving and also the ability to "Place search results on litigation
hold to preserve messages beyond their retention periods"
