There is a certain amount of overhead you should absorb as a business owner. However, if you are doing an activity outside of your own business needs, and at their direction, it's 100% billable. Usually when I discuss this with clients it's something like "I account for my billable time in my own way in my own system. If you would like to direct me to do additional work for this project in your systems, I am happy to do whatever you need, but it's billable." My contracts also always have wording that addresses "other work done at the client's direction". Jumping through hoops and doing paperwork is work, is related to the project, and is done at the client's direction = billable.
