The airplane has GPS on board to the pilots (and passengers) know where they
are (and inertial navigation in the pre-GPS days, and celestial navigation
before that).  However, the GPS doesn't report back to ATC.  When out of a
radar control area, the pilots use position reports and other procedures to
inform ATC of their location so separation can be maintained.
