Well, for me, you just described Prague. And you can easily drive/ride train between Prague, Budapest, and Vienna in a short time. TONS of culture of different types in those cities, lots of Cold War stuff in Prague and Budapest as well as culture, but Vienna is the former capital of Europe, the gateway to the west, and awesome culturally. If you want to be a bit more exotic, LjubLjana. And if you want old school Europe by the sea where you'll see very few tourists, Split or Dubrovnik Croatia.
