The metro police crime map for DC is pretty clunky but as far as I can tell
any given address in the Capitol Hill area has had more crime in the last
month than all of Downtown Albuquerque, which I give the usual definition of
Lead to Lomas, I-25 to 12th Street.

Let's call Capitol Hill oh G NE to G SE, 3rd NW/SW (not quite sure about
this line but North Capitol does not seem to include enough)  to 12th NE/SE.
Check it out :) There may be better tools out there  -- the trouble with the
police map is that it insists on a specific address such as 403
Independence.
Of course we can always define Capitol Hill to include the entire state of
West Virginia, but yes, this will give you different results ;)
