Do you want sandy beach or just seashore? I ask because southern Maryland has quite a but of the latter but not so much sand; the Chesapeake Bay is wetlands mostly.
I quite enjoyed Solomon's Island when I went. That said, if all you want is waves and seagulls there is probably something of the kind much closer, because there doesn't seem to be any simple way to get there from Quantico. Your primary logistical issue is bridges over the Potomac -- looks like your choices are 301 and 495. So, do you prefer highway driving or country roads? If you go 495 you can get Chesapeake around Annapolis, thought a lot of the waterfront there is private piers and marshy waterfront. If you just want water, the harbor at Annapolis is pretty and there are some good is slightly pricy restaurants. Tony may have a better suggestion on the other side of the Bay Bridge. I remember eating crabs in an open-air restaurant just over the bridge but I can't remember any names and who knows if it is still there. Alternatively, I see a place called Colonial Beach on the Virginia side of the 301 bridge, The one picture in google maps looks pretty but I don't know any thing about it.
