More or less. From what I understand such systems are in the experimental stages and require a lot of training. Its mostly based on research that goes back into the 60's with Basmanijan's work with single muscle unit training (called SMUT of course).
But the setup looked pretty involved, using at least 256+ EEG electrodes (with conductive jelly on each one). The amount of concentration needed to do even the most simple of tasks to me says that its going to take a very long time before its practical. One thing we tried in grad school was to train subjects in EEG biofeedback - getting them to produce a 40mhz wave reliably. It was a very difficult task for most people.
