Not to belabor the point that was originally made in jest anyway, but
the question he was responding to was why Republicans under Bush were
able to push through legislation with no bipartisanship even though
they had much smaller majorities than Democrats have under Obama.

So yes, he was clearly referring to federally elected Republican
officials and given the nature of the question, almost certainly
directly about Republican Senators who were very successful in pushing
through legislation when in the majority and very successful at
thwarting it in the minority.
